Bank lending breaches psychological barrier

The banking sector’s loans-to-deposits ratio crossed 100 for the first time since the Asian financial crisis, providing evidence that the Monetary Authority of Singapore’s (MAS’s) recent moves to curb excessive lending were timely. This is the first time since September 1995 that this has occurred. A ratio beyond 100 per cent means that banks are now lending more than they are taking in.

Bank lending in July continued to slow from a year ago for a third consecutive month, dragged down by slower growth in consumer loans. According to preliminary figures released by the MAS, domestic banking unit (DBU) loans rose 17.6 per cent to $539 billion in July year-on-year, down slightly from June’s 17.7 per cent growth.

DC rate revision leaves many a market player agog

In a move that surprised some market watchers, the government has raised development charge (DC) rates for industrial use by around 15 per cent on average, while leaving the rates for commercial use completely untouched. It has also upped DC rates for landed residential use by an average of 7 per cent and those for non-landed residential use by 5 per cent on average. DC rates for hotel use were left unchanged.

The new rates apply for the period September 1, 2013 to February 28, 2014.

DC rates are payable for enhancing the use of some sites or building bigger projects on them. The rates, revised on March 1 and September 1 each year, are stated according to use groups across 118 geographical sectors. The Ministry of National Development, in consultation with the Chief Valuer, revises DC rates based on current market values.

Colliers International director Chia Siew Chuin, was surprised by the fact that the rates for commercial use were left untouched for all 118 geographical sectors despite evidence of various land deals in the past half year pointing to DC rates trailing land prices.

Ms Chia found the 15.4 per cent average hike for industrial use DC rates a tad above her expectations given moderation in the rate of increase of the Urban Redevelopment Authority’s price index for industrial property in the first half of this year.

Industrial DC rates have been raised in all geographical sectors by 7-29 per cent. The biggest hike is in sectors 115 (Woodlands, Senoko, Sembawang, Yishun area), 107 (including Upper Thomson Road and Sin Ming Industrial Estate), 73-75 (including Kim Tian Road, Tiong Bahru Road, Delta Road and Jalan Bukit Merah) and 77-88 (which includes Telok Blangah Road and Alexandra Road).

For non-landed residential use, the increases in DC rates range from 5 per cent to 28 per cent in 53 out of 118 sectors. Sector 74, which includes the Kim Tian/Tiong Bahru location, saw the biggest rate jump of 28 per cent.

MND raised landed residential DC rates by 5-13 per cent in 76 sectors. The biggest jump of 13 per cent applies to 13 geographical sectors, including those covering the Tanjong Katong Road, Changi Road, Joo Chiat and Telok Kurau areas, Siglap, Bedok South, as well as parts of prime districts 9 and 10 such as Devonshire, River Valley, Tanglin and Jervois areas.

Also, geographical sectors that include locations where some high profile Good Class Bungalow deals have taken place such as Cornwall Gardens, Holland Park, Coronation Road West and Second Avenue saw DC rates climb 8 per cent.

Colliers’ Ms Chia said that despite there being no sale of hotel land in the past half year, the market had generally expected a moderate increase in DC rates for hotel use of up to 3 per cent. This is because of the current interest in acquiring hotel as a real estate asset for investment. A few high-profile deals for existing hotels have taken place in recent months, most notably the Grand Park Orchard, which valued its hotel rooms at a record $1.4-1.5 million each.

Jurong may become home to government ministries and agencies

According to the Urban Redevelopment Authority (URA), the Jurong Lake District, specifically the Jurong Gateway precinct, will be the developed to be the biggest commercial hub outside the city in the next 10 years. It will have a good mix of office, retail, residential, hotel, entertainment, food & beverage and other complementary uses.

The Ministry of National Development (MND), together with its statutory boards the Agri-Food & Veterinary Authority (AVA) and the Building and Construction Authority (BCA) has pre-leased for a 30-year period, the entire office building at Jem, which is expected to complete in 4Q 2013.

Despite the developments in the area, property analysts believe that Jurong will unlikely emerge as another Central Business District in Singapore though rents and capital values of properties in the area could enjoy some potential upsides. However, the current supply of investment properties that are available to retail investors is close to nil.

Ms Chia Siew Chuin, Director of Research & Advisory at Colliers International, said “Investors’ interest in the Jurong Gateway precinct has been gaining traction recently as there had been a slew of new developments in the area. However, retail investors are unable to partake in office sales market in Jurong Gateway at the moment as the existing and upcoming office projects in the area are mainly large high-rise developments owned by the private developers, institutional funds and/or the government (i.e. JTC) and are only available for lease.” However, this could change when the recently sold commercial site at Venture Avenue is launch for sale.

Rents of office space in the Jurong area is expected to remain stable for the rest of the year as Jem’s office tower is the only development that will be completed in the Jurong Lake District in 2013 and the entire office building has been fully let to government bodies.

Property analysts expect Bidadari to be most popular housing area

Bidadari is expected to be the most popular of the three recently announced housing areas among home buyers due to the area’s convenient location. Property analysts compared the area with Punggol Matilda and Tampines North and said that Bidadari’s city-fringed location and proximity to two MRT stations will work in its favour, especially among younger people. The experts said that even its history as a cemetery is unlikely to ward off potential buyers.

Analysts expect Punggol Matilda to be the next popular choice among home buyers with its waterfront location. While buyers can look forward to new urban design concepts in the three areas, analysts said they do not expect prices to differ much from the new flats in other locations.

Development boost for northern S’pore

The mature industrial area in Singapore’s north has a well-established record for attracting buyers, given its proximity to the Causeway and Johor Bahru. Now the area is set to become an even more compelling business proposition, with a big boost in economic activity and development on the cards.

Plans are under way to develop a major commercial belt stretching from Woodlands to Punggol, known as the North Coast Innovation Corridor. This includes Woodlands Regional Centre, a site covering 100ha. The idea is to take businesses closer to population centres over the next few decades. The projects will get a further lift from the new Thomson MRT line and North-South Expressway, which will connect Woodlands, central Singapore and the Central Business District.

The Sungei Kadut, Woodlands, Sembawang and Yishun areas are said to be popular with smaller firms from the engineering and automotive-related industries, which have showrooms typically located on the ground flo

Several new Italian eateries have either opened or are going to open soon. These include:

·        Sopra Cucina and Bar at the Pan Pacific Orchard on Claymore Road. All of Sopra’s pastas, breads and pizzas are made onsite in the restaurant’s sprawling 800 sq m premises.

·        Supply & Demand will open at the Esplanade Mall in mid-September. The mammoth 200-seater takes over the former premises of Italian trattoria, Al Dente, at the Esplanade Mall. The eatery’s expansion is already on the cards, with a second 1,900 sq ft outlet set to open in Orchard Gateway next January.

·        No Menu Bar at Boon Tat Street will open on September 9, while at Greenwood Avenue, Fratini La Trattoria will open in mid-September. Fratini La Trattoria would comprise a entire 40-seater eatery taking up 1,300 sq ft of space.

Lau Pa Sat closes for $4m facelift

The iconic Lau Pa Sat closed from September 1 for a $4 million facelift. When it reopens in November, it will feature more alfresco dining options, a Japanese bakery and better ventilation. The facelift is meant to help the ageing food centre keep up with its increasingly modern neighbours, said Mr Alden Tan, managing director of Kopitiam, which owns the building.

The tenant mix, too, will be reviewed to cater to changing consumer tastes. Six new restaurants at the fringe of the centre will offer alfresco seating. An upmarket 2,000 sq ft Japanese bakery will cater to the office crowd, who form the bulk of Lau Pa Sat’s estimated 15,000 customers on weekdays. Staying on are the seafood restaurants along Boon Tat Street, and the satay street, which features 10 pushcarts hawking sticks of charcoal-grilled meat.

Novena to house new healthcare hub

The Ministry of Health unveiled its masterplan for the country’s largest single integrated healthcare complex in Novena on August 30. Taking up 17 ha, Health City Novena will house a full range of medical, research and education facilities.

When the entire complex is ready by 2030, the healthcare-related space in the neighbourhood will more than double from 250,000 to 600,000 sq m. Within the area will be facilities ranging from acute hospital care to intermediate and long-term care. Health City Novena will be physically linked to Tan Tock Seng Hospital and also house a medical school and learning hub and all public and volunteer healthcare facilities.

The project, jointly developed by the Ministry of Health, Tan Tock Seng and NHG, will be home to five new facilities, including the National Centre for Infectious Disease, a new building for intermediate care next to Ren Ci Hospital and an expanded centre for Tan Tock Seng’s day care and specialist outpatient services.

A proposed integrated intermediate-care hub comprising Dover Park Hospice and a second community hospital are also in the works.

The total number of beds for acute care will go up by 12 per cent, and the number for intermediate step-down care, by 60 per cent. Hence, the number of step-down beds in Health City will go up from four to six for every 10 acute beds.

Punggol mosque named Al-Islah

Al-Islah, which means to transform and reform in Arabic, was unveiled on 31 August as the name for the upcoming Punggol mosque. The Al-Islah mosque, to be built on a 2,500 sq m site, will have three open blocks with natural ventilation. The mosque can take up to 4,500 worshippers. The new mosque is scheduled to be completed by early 2015.

Hindu temple raises $250,000 for revamp

Changi unveils plans for new mega T5

Ambitious plans have been unveiled for Changi’s mega new air terminal to cater for up to 50 million passengers a year, as Singapore moves decisively to seal the airport’s premier hub status.

Terminal 5, which is slated for completion around 2025, will be bigger than the current Terminals 2 and 3 put together. It will take the form of either a huge single terminal building, or a smaller facility linked to a satellite terminal via an underground rail link. T5 will be located at Changi East, in an area now separated from the current terminals by Changi Coast Road. It will be linked to the rest of the airport and possibly house its own MRT station in future. When completed, the giant addition will boost Changi Airport’s maximum capacity to 135 million passengers a year, rivalling the busiest airports today.

The development at Changi East will include building a third runway to handle more flights. This runway will be operational around 2020, even before T5 opens.

New aircraft maintenance and repair facilities, as well as hotels and offices, will also be built at the site.

From 66 million now, the airport is expected to grow its capacity steadily in the coming years. It will be able to handle 85 million passengers by 2018 when the future T4 is ready and T1 expanded.

Changi Coast Road to be replaced

Changi Coast Road, a long scenic route much loved by cyclists, will be replaced by a new surface road that will hug the eastern coastline.The existing road and park connector beside it will be paved over and become part of Changi Airport’s integrated airfield that links Runway 2 and Runway 3. Currently, it runs alongside the airfield for about 6km.

A new park connector will also be built along with the new road, which will merge with Tanah Merah Coast Road, run along the eastern coastline and then loop back towards Nicoll Drive. Works on these changes are expected to start in the second half of next year.

Meanwhile, the existing Changi Coast Road will stay open until the new road is ready.

Family-friendly features a must for new buildings

These buildings include large shopping malls, community clubs and sports complexes. This is part of a slew of regulations, which also include enhanced provisions for the elderly and the disabled, announced by the Building and Construction Authority (BCA).

The roll-out is part of a new Code on Accessibility for the Built Environment, which was last updated in 2007 and will be in force from April 1 next year. This code sets down rules to ensure buildings and public spaces meet a minimum standard of accessibility.
